I have it outlined in a contract that although I am going to try and come up with a strategy which will enable us to keep as many links as you can, it might occur that a high number of links have to be eliminated in order for the penalty to be eliminated. I have worked with some sites where 99% of their links are unnatural. Once you get a penalty removed from those sites there are not any positions left at all.
